If freezing our money and refuse to let us spend it or send it to a friend and close our account is not scamming, what is it?

I have been with PayPal for 5 years and have never had a problem. Transfers are fast, they respond to me within a day if I have a question. They have even helped me get back cash from scammers. They are stationed here in my home town. NOW....AlertPay, that's another story! I've had them quite awhile, the only thing about them is it takes 5 to 7 days to transfer. Their just too slow on everything and if you have a dispute, they don't let you know whats going on!
